feat(cases): pull 25 new cases (463-487) from stats.gart.io; dossiers, sources, trim

- pull_live_cases.py: merges https://stats.gart.io/api/attacks into the export.
  The feed lacks notes/reports/original_date/has_processed_date, so existing
  records keep their fields; changed values are taken from live (record 188:
  victim, violence_torture, weapons, summary) and new records are appended
  with those four fields null. Previous export kept as
  attacks-export-Gart-website-2026-09-09-before.json; raw feed saved as
  attacks-live-api-2026-09-09.json. Export now has 389 records.
- 25 new dossiers built; 93 linked URL slots fetched (77 fetched, 8 blocked,
  4 thin, 4 video/social); 76 blocks auto-trimmed. Wayback retry for the 12
  failed slots hit archive.org rate limits (429) and is left for a later run.
- Sheet row 252 (the Phuket robbery listed in cases-missing-from-database.json)
  approved as the source for new case 476, which is that event.
- Stale dossier for renamed case 188 removed.
- Detention flag check on the new cases: 479 proposed 0->1 (forced entry plus
  assault), 468 null->0 proposed, 483 and 486 confirmed 0; review file and
  corrections JSON updated. Worklist and README carry the procedure.

verify_all.py PASSES (2776 checks, 389 case files).

Russian man arrested on Koh Samui over Phuket cryptocurrency robbery | Thaiger
Police arrested a Russian man on Koh Samui, an island in Surat Thani, for his involvement in a cryptocurrency robbery that took place in Phuket on August 26.
The 28 year old Russian victim, Aleksandr, filed a complaint at Chalong Police Station in Phuket, reporting that he had lost cryptocurrency worth 35,000 USDT, or about 1.2 million baht, to four thieves believed to be Russian nationals.
Aleksandr told police that 26 year old Russian, Dmitrii Glushko, had called him and invited him to meet at a house in Soi Klum Yang, in the Chalong sub-district of Phuket, claiming he wanted to discuss a potential business venture.
When Aleksandr arrived at the meeting point, Glushko was not there. Instead, he was confronted by four Russian men he had never met before. The group immediately attacked Aleksandr and detained him inside the property. The gang then forced him to transfer his cryptocurrency via the Tronscan application before releasing him.
Police launched an investigation and discovered that the four suspects had already fled Thailand separately. However, Glushko remained in the country, and investigators suspected that he had acted as a decoy, luring the victim into the trap.
Officers kept Glushko under surveillance until they received a tip-off suggesting he planned to escape and hide on Koh Samui. Investigators later found that Glushko had asked a fellow Russian, Stolbov Gleb, to collect him in Phuket and travel together to a pier in Surat Thani, where they boarded a ferry bound for Koh Samui.
Glushko hid inside a blue Nissan sedan while his companion purchased the ferry tickets. Police monitored their movements, waiting until they arrived on Koh Samui, where both men were arrested.

Glushko was taken to Koh Samui Police Station for questioning but refused to cooperate with officers. He was subsequently transferred to Chalong Police Station, which is overseeing the case, for further legal proceedings.
The Russian national has been charged under Section 340 of the Criminal Law: conspiring with more than three people to commit robbery. The offence carries a penalty of 10 to 15 years imprisonment and a fine of between 200,000 and 300,000 baht.

Russian wanted over Phuket crypto heist arrested hiding in car on Koh Samui
SURAT THANI - Thai police have arrested a 26-year-old Russian man wanted in connection with a violent robbery in Phuket, after finding him hiding in the back seat of a car on Koh Samui.
The suspect, identified only as Dmitrii, was detained on Thursday at Nathon Pier following a joint operation led by Pol Col Panya Niratimanon, Superintendent of Koh Samui Police Station. He was discovered curled up in the rear of a blue Nissan sedan driven by another Russian national, Stolbov Gleb, 25, after arriving by ferry from Don Sak.
The arrest followed coordination with Chalong Police in Phuket, who confirmed that Mr Dmitrii was the subject of an arrest warrant issued by Phuket Provincial Court on Wednesday for his alleged role in a robbery targeting a fellow Russian. He was subsequently taken to Koh Samui Police Station for questioning, assisted by an interpreter, but refused to give a statement. He will be transferred to Chalong Police Station in Phuket for further legal proceedings.
According to investigators, Mr Dmitrii allegedly contacted the victim, a 28-year-old Russian man, and lured him to a villa in Chalong on Tuesday under the pretext of discussing an investment opportunity. Instead, the victim was confronted by four foreign men, believed to be Russian, who physically assaulted him, detained him inside the property and forced him to transfer cryptocurrency and funds amounting to 35,000 USDT — equivalent to approximately 1.2 million baht.
The assailants released the victim after the money was transferred. He later filed a complaint with Chalong Police.
Immigration officers revealed that the four other suspects are believed to have already left Thailand, while Mr Dmitrii attempted to evade capture by fleeing to Koh Samui, where he was eventually arrested.

Russian Fugitive Wanted for Crypto Theft Busted in Phuket
PHUKET Police arrested a Russian national wanted for a cryptocurrency theft in Phuket at the Koh Samui ferry terminal as he tried to leave the island by car on Thursday. Officers from several units in Koh Samui, Surat Thani, worked with Chalong Police from Phuket and the Technology Crime Investigation Division 5. Together, they detained the suspect following a Phuket Provincial Court warrant for robbery.
Authorities received information that the suspect had travelled to Koh Samui by the 11:00 a.m. ferry, driving a grey sedan with Prachinburi plates. Police set up surveillance at the ferry terminal to intercept him.
At 12:50 p.m. on 28 August, officers saw a matching vehicle arriving at the Lipa Noi ferry terminal in Koh Samui. The driver, a foreign man alone in the car, caught their attention. When they pulled the car over for a search, they found another foreign man hiding in the back seat.
The driver was identified as Gleb, a Russian citizen. The man found hiding was Dmitri, also Russian, aged 26, who matched the details in the 27 August arrest warrant. Police seized a vehicle ferry ticket from Don Sak to Samui but found no passenger tickets.
With an interpreter present, police showed Dmitri the arrest warrant from Phuket Provincial Court. Dmitri refused to talk during the arrest. Police then handed him over to investigators at Chalong Police Station.
Immigration records showed Dmitri had travelled in and out of Thailand seven times, with his latest entry through Phuket Airport on 15 August. Investigators learned he had invited the victim, Alexander (another Russian), to a house in Phuket, suggesting a business investment opportunity.
However, when Alexander arrived at the house, he was met not by Dmitri but by four other Russians who attacked him. They forced him to transfer 35,000 USDT (worth roughly 1.3 million baht) using the TRONSCAN app. After the attack, the group released Alexander and fled Thailand, leaving Dmitri behind.
While the rest of his group escaped overseas, Dmitri sought help from another Russian in Koh Samui to try and leave the island, but police caught up with him at the ferry terminal.
Thailand has become a base for foreign criminals, including Russian gangs, especially in tourist centres like Phuket and Pattaya. Since the fall of the Soviet Union in the 1990s, organized Russian groups, often called the “Russian mafia,” have built networks in Thailand. They take advantage of easy visa rules, a large tourist population, and weak law enforcement.
These gangs are involved in crimes such as drug dealing, extortion, money laundering, people smuggling, and firearms trading.
In one key case, police arrested Alexander Matusov in Chonburi in 2014. He allegedly led the Chelkovo gang responsible for about 60 murders in Russia between 1995 and 2009.
Matusov entered Thailand with a fake Armenian passport and lived under a retirement visa until his arrest in a joint Thai-Russian operation.
Likewise, in 2025, authorities in Phuket arrested a 27-year-old Russian for firearms trafficking after luring him to the immigration office for what he thought was routine paperwork. Such cases expose Thailands draw for fugitives.
Pattaya, which has a large Russian expat community, remains a hotspot for these activities. Investigations show Russian criminal groups run businesses like restaurants and car hire services as covers for illegal work, such as prostitution networks involving women from Eastern Europe.
In 2017, police arrested 14 suspects in Pattaya, including six Russians, linked to drug trafficking and racketeering.
Thai police have stepped up action against foreign criminals, starting policies like “Good guys in, bad guys out” and working closely with international bodies like Interpol. However, endemic corruption and the countrys dependence on tourism mean some criminals escape justice by bribing local authorities.

After his arrest, he was taken to the Koh Samui police station for questioning, with the help of an interpreter, but he refused to give his statement. He will be transferred to Chalong police station in Phuket, where he will face further legal proceedings.

However, Aleksandr claimed that upon getting to the location of the meeting, Dmitrii was nowhere to be found. Instead, he was confronted by the four Russian nationals, with the group immediately attacking and detaining him inside the property. He added that the gang then proceeded to threaten him, forcing him to transfer his cryptocurrency using the Tron scan application before they let him go.
After he reported, police commenced investigations into the issue and discovered that the four men had left Thailand separately.
Wealthy crypto holders turn to private securities
Thai authorities mentioned that they discovered that Dmitrii was still in the country, with investigators mentioning that the men used him as a decoy, luring the victim into the trap. Thailand officials said they kept Dmitrii under surveillance until they received actionable intel that he planned to escape by hiding in Koh Samui.
Investigators mentioned that Dmitrii had planned with fellow Russian, Stolbov Gleb, to help him leave Phuket and transport him to a pier in Surat Thani.
This incident is not a standalone, with incidents like this happening across the globe. Since the beginning of the year, there has been an uptick in the occurrence of crypto kidnappings, with the assailants demanding different digital assets before they release their victim.
As previously reported by Cryptopolitan, another crypto investor lured a tourist into an apartment to conduct business. Upon getting to the apartment, he was held by the investor, who ensured torture for weeks before he found a small window to escape through.
In another incident, 14 people, including 11 police officers, were sentenced to life after they kidnapped a businessman and tortured him into giving up the digital assets in his possession. The rise in crypto kidnappings since the beginning of the year has forced wealthy crypto personalities and executives to seek private security personnel.
